Bypass design means two blades pass each other like scissors rather than cutting against an anvil, so you get a cleaner cut. Better for the plant, basically.

Who should actually buy this
If you've got a garden with established shrubs, roses, or fruit trees that need a tidy once or twice a year, this is a perfectly solid choice. The handles are a decent length for reach, the grip is comfortable enough for a half-hour session, and the blade quality is what you'd expect from S&J at this price: not professional grade, but proper sharp out of the box.
My neighbour Dave swears by his older version of this lopper. Uses it every March on his overgrown buddleia. Never sharpened it, never oiled it properly, still cuts fine. That's either a testament to the tool or to Dave's stubbornness, hard to say.
Where I'd hesitate: if you're tackling serious hardwood or thick mature branches regularly, spend more. This isn't a heavy-duty tool and pretending otherwise will wear it out fast.
